Description
2-storeys with basement set in steep slope, asymmetrical east elevation, long elevations asymmetrical, all using English Renaissance detail. Ashlar with vermiculated rustication to raised and battered basement. Hall at west with apsidal end and thermae windows in upper level, octagonal domed lantern at junction with apse. Library used to be at E end with single storey bows to N and S. The E end elevation with bipartites in outer bays for both floors, pilastered tripartite at ground with thermae window above in central bay. Thermal windows in upper storey on N and S elevations except above library bows. Pair of small-domed clock towers mark division of functions. Parapet, relieved in parts by balustrade, surrounds buildings. Slate roof.

The town's commissioners bought the land for the town hall and park in the 1890's when the town was prosperous. Built in 1901-4 as the town hall and library, but by its completion the town's prosperity was in decline. Carnegie contributed £5,000 to the project. Opened on 17 September 1904. Excavation and mason work by Messrs Baikle and Peattie of Bo'ness. The tower clock was made and erected by Messrs H & R Millar of Edinburgh.
