Herbertshire Paper Mill was built by William Morehead, laird of Herbertshire, in 1789 at a cost of £500. It was immediately leased to James Liddell, then to Daniel Macdonald in 1790, to Edward and Richard Collins from 1791 to 1795, Francis Strachan and Gilbert Laing 1795-1797, Adam Grieve 1797-1800 and Charles Laing 1801-1824. A second vat and new water wheel were installed in 1806.
Robert Weir, paper maker of Glasgow, bought the mill in 1824 and operated it until 1833. From 1834 to 1860 it was leased by Andrew Duncan, who then bought the property. The New Statistical Account says "They employ upwards of 20 men and 50 women. The wages are paid monthly; on an average, 15s per week for the men, and 5s for the women: besides these, 2 men and 4 horses are constantly employed carting rags and coals, and carting the paper to Grangemouth for shipment to London. The workers principally reside in Denny and Fankerton".
Andrew Duncan died the follwing year and it continued to operate as Alexander Duncan & Sons, based in Glasgow. It was bought by the Carrongrove Paper Co in 1906 and dismantled two years later to allow the expansion of the Carrongrove works.
