Rough-hammered stonework, crowstep gables, mullioned windows & low gabled tower.
Heavy lock on main door. Black & white marble panels in vestibule. It and the corridors have teazzo work.

Foundation stone lain on 13th February 1931 by Thomas Johnston, Under Secretary of State for Scotland. Opened February 1932.
"there formerly stood, as far back as one cares to remember, a humble single-storey white-washed cottage, and beside the open space on the south an ancient two-storey dwelling standing in angular position to the main road, the masonry of which was utilised for the formation of the boundary wall of the new street which leads as far as the rear of the Town House...
