The first Count established the total number of votes cast. The verification process ensures that all ballot papers issued to polling stations have been returned and delivered to the Count Centre. The ballot papers used by voters are counted, as as the unused ballot papers and any ballot papers spoilt and returned to the Polling Stations by voters, and the resulting total is compared with the ballot paper account for each Polling Station.
