The Customs and Excise functions operated separately until 1909 when the combined Board of Customs and Excise was formed by the transfer of responsibility for Excise from the Board of Inland Revenue.
The Board of Customs operated locally through Outports, which included Bo'ness and Grangemouth. Excise operated through local Districts which also included Bo'ness and Grangemouth. Collectors were based at each Outport or District, with subordinate staff at subordinate Outport Stations or Excise Creeks.
